Close claim not resolved

Description

I received online order from Prestarrs.com but found quality are very bad and do not match what it looks on their web site. When asking refund of $165.87, Prestarrs responded every time with different name asking different or same questions again and again. You can find hundreds of complains in Facebook. When asking PayPal assistance, PayPal closed my issue saying Prestarrs offer $90 refund. This is not acceptable. If this is how PayPal doing business in China same as Chinese company cheating there, PayPal will fail badly and lose reputation in US.
