Card Charged Twice, showing in bank statement but not in paypal summary.

Received a text asking me to login into PayPal via link .
is this a phishing type attempt?Hi,
i have recently made a purchase and somehow my card got charged twice.

I called my bank/card provider and they confirmed that there was 2 payment that went through, however only one payment is showing in my account summary.
Funny enough in my Paypal notifications (the bell at the top right) mentioned TWICE that i have authorised a payment, but not showing in my summary.
I have tried to contact the merchant and they also told me they only received one payment, not two.
I have tried to call paypal, but i couldn’t get through few times and since im not from USA it’s expensive to call out.
Even the messaging did not help me and no agents available to help me.
