Can’t use the balance in my paypal account, nor can I send or receive money in my paypal

I had my Credit Card linked in my PayPal account. I already had some money in my paypal account, but I could never use it. I cant send it to someone, cant receive other money, and I cant use it online. I also cant choose the option to make my PayPal balance the preferred method. Removed the credit card and I still cant choose that option. It says You can’t use this option as your preferred method » or something along those lines. »
