Can’t Make ANY Transfers to Anyone or Any Business

My title pretty much sums it all up.. I can’t pay anyone anything. When I do it on my computer, it gives me the: Sorry, we weren’t able to complete your payment at this time. Please try again later. If you continue to encounter problems, please contact customer service. When I do it on mobile, it says payment denied, and to try again later. My account has no limitations at all. I called support about it, they said it was the payment itself, not the payment method. I tried paying my other friends, none of which worked, and gave me the exact same message. I have $200 and need to pay people. First it was my ID, now it’s the typical we can’t complete your payment, or the payment denied. How do I fix this if I already called support? I tried all my payment methods.
