Can Anyone Help? Account Unblocked But Bank Account is not adding

Company Name: Rain Communication Ltd.
Account Balance: $14,565.96 USD
My account has locked on Last March 2020 for 6 months Reference ID: PP-009-229-121-642 .
Account Unlocked on September 21,2020 . I am so unhappy that you have blocked my account without any proper reason and now after 6 month you are not allowing me to add my Bank account as well as not allowing me to Transfer money.
I got an email from paypal that account has open and can send fund to My Bank account. Account unlock email screenshot attached . I had tried to add my Bank account several times but can not add the account. Its mention that previously I have added two currency Bank account on e was USD and Another one was Malaysian Ringit Account But when I found that My Paypal dont allowing to send fund in USD account with in Malaysia Bank account, I had mistakenly delete Ringit Account rather than USD account.Now, When I go to add the account following error show -ATTACHED
I sent message in resolution centre severel time , but not getting any feedback since last 4 month !

What should I Do now?
I am eagerly seeking for a solution to windrow the funds
