Are the scammer sending seeds instead of smiley stickers now?

Many people have received smiley stickers instead of what they ordered from the scammers. I was wondering if the Chinese scammers are now sending seeds instead of what was ordered. I know there is a seed scam going on but the government is alluding to the opinion that if people plant them they will be invasive to native plants. I just don’t understand why China would spend so much on postage to send seeds for free to customers that never ordered them. Postage is not cheap from China to the U.S. even with the lowest priced first class mail international option. I think the scammers may be sending seeds because they are cheaper than smiley stickers. Thoughts?
