Approval for a paypal credit account

Description

I have been trying to apply for a PayPal credit account since March 2020. I closed my business account and re-opened a personal account with PayPal. When I try to apply for PayPal credit, I get a message saying that I am in eligible. I contacted synchrony bank they told me I would have to contact you guys. They do not have any information on their end about my application. Why am I ineligible when my credit ratings are in the 700s. Please please will somebody give me an answer as to why I am ineligible for PayPal credit!!!
