Adding American bank account to my Canadian PayPal account

Hi, I have been trying to add my American BMO Harris account to my Canadian PayPal account. I get payed in USD and rather than transferring the funds to my Canadian account I’d rather transfer the funds into my American BMO Harris account so as no to lose so much on the exchange rate (PayPal has brutal exchange rates). I’ve tried and tried, I go to wallet, enter my own details, link U.S. bank instead, put in the routing number and account number hit ok and I get the same message every time. It’s says something like they cant process this at the moment. Has anyone had success doing this recently. I mean if I can’t do it whys there an option? Any advice would be appreciated.
