tool chest rip off

I order myself a tool chest for christmas was 29.95 and 9.95 for shipping , I received one cheap wrench with the shipping number the sent out stated it was shipped , now pay pal is siding with the vendor who show s them the shipping Number for the one single wrench instead of the tool chest with tools , stating the they showed I have received my order which i havnt , Has the Happed to any one else I still have the wrench the send me with the same shipping number they say had the entire order , Help anyone else have this happen to them 450 piece tool kit with case ?
