PayPal not answering their phone lines – anyone else suffering?

Can any one help suggest what to do in my situation? For some reason unknown only to Ebay themselves, my account was suspended just as I purchased two items, totalling more than £350 and paid via PayPal through my credit card. My first confusion is that for some reason, the two eBay purchases are not reflecting on my PayPal activity list, but has already been debited from my credit card bill. eBay have washed their hands of helping for this dispute – telling me to go through PayPal – which is my second confusion as PayPal are not picking up their phone lines, despite several calls attempting to reach their dispute / claims department. The auto-operator says the department is ‘closed’ and to call back during working hours, despite calling during the opening hours! At a loss now – can any one help? Thank you in advance!
