I can’t receive money from my brother

Description

When I made PayPal account I thought I would be usually allowed to buy online and receive money from people but now I can’t receive money I linked my MasterCard to the account and it took $1 from my bank account and I still cannot receive money from my older brother and I really need the money I only have a MasterCard and I linked it to the account and they took $1 from my account and I want to get my dollar back and to be able to receive money from my brother also I live in Egypt
