Non-user was sent money without account. Money was claimed.

Here’s what happened. My customer sent a payment to my subcontractor for a job using his phone number BEFORE she realized he does not have a PayPal account. The transaction oddly went through and the money was claimed per customer service. We are wondering if someone else, who used to have his number before he did, has his number on their account and received the funds because he doesn’t have an account or any way to receive the funds. Is this possible and how the heck would he find out? He has tried to call customer service with no way to get to speak to someone.
