why is paypal charging me 10% fee on select sales??

Description

I just noticed that an item I sold on ebay (within the US) for $644 has a paypal fee of $65..
Then Im looking at another payment from in the amount of $307, which PayPal’s charged me $31 for receiving this money..
Just now a $100 item sold, you guessed it, $10 paypal fee..
All these transactions are in the US, did I miss the newest memo or something?
