paypal keeps taking 2.60€

paypal KEEPS TAKING 2.60€ from my bank account every day and they send me email starting There wasn’t enough money in your bank account ending in ** to cover the below payment you sent. As a result, we debited the amount from your PayPal balance. i ordered one thing with paypal and i had 0.0 money on it so i canceled the order and now im waiting for a refund (since jan11) but it says on paypal i was already refunded AND PAYPAL IS STILL TAKING MY MONEY!! will they ever send the money back??
