Payment On Hold

Description

I am a charity worker.I am selling an ebook app of my spiritual Master’s discourses. Occasionally when I sell the app I receive $US75 from the buyer. I then remit 60% of it to the app creator.
Recently Pay Pal was reviewing one such payment (it was the fifth one received within 10 days) as part of their security measures.
As this is a part time work and I do not have a business account how should I deal with this situation? Should I issue invoices to my buyers even though I do not have a business account?
