Not Able to Contact PayPal On Pending Payment I Want to Cancel

Recently, I made a payment and it is a pending payment currently. According to what I’ve read PayPal gives me the ability to cancel that payment. Yet, I am not able to see the payment in my account and as a result, I cannot take any preventative measures for this payment. However, I have found it impossible to email or get on the phone with PayPal customer service. I am constantly told on the phone they can’t handle this over the phone, but then I am not redirected to an actual person, the answering machine just cuts out. I can’t even find an email online to message PayPal about this. I don’t know why PayPal makes this so difficult, but I’d really like for this transaction to be cancelled before it goes through. If anyone has information on how to cancel a payment, that is not showing up in your account I’d really appreciate.
