My recipient can’t access the money I sent

Transaction ID number 2JS165126F563370V. I sent money to a friend but he was having trouble accessing his account, so I attempted to get the $104 refunded to me so that I could just take it to him at his house. That request was denied, which is fine, because he did finally get into his paypal account but the problem is he STILL can’t access the money I sent him. It says that the payment is pending until the case I opened is closed. But it’s BEEN closed for a day or so now so what gives?
