Money on Hold — How long do I have to wait?

I sold a hoodie on Grailed (ebay like site for clothing) and the transaction was made 16 days ago. The hoodie was delivered 11 days ago, and I still have money on hold. How much longer do I have to wait? If the guy wanted a refund or didn’t get the product by now he would have messaged me and asked for a refund, but in 11 days since he’s had the hoodie, nothing. So why does PayPal hold onto my money for this long? I included the tracking number in the PayPal log. This is so frustrating. It isn’t even a large amount of money, but I’ve waited over 2 weeks with no money being put into my account.
