In Paypal phone app « Transfer to Bank » replaced by Xoom

Description

In my web app on desktop and phone I still have Transfer to Bank button below the balance so I can easily transfer to my bank account for free or fee, but in the Paypal app on phone it replaced this feature with Xoom to transfer to bank for a fee. Is there any way to use the phone app with the old feature?
Also if free Transfer to Bank goes away in my personal PayPal accounts can I change to a Business account and still have this free feature? Do business accounts cover self-employed gig workers who get paid by Paypal? My goal is only to be able to easily transfer my cash balance out of Paypal with free Transfer to Bank the way I always have been able to do.
