How to refund from a Scam?

Description

I was scammed by this telegram user who has 2 or more different accounts. The accounts he used to scam me are () and Yannick () for more than 100 USD where I paid via paypal (See attached). He deleted me and our chat history after few weeks later without providing his promised trading service or anything (See attached). My friend is also scammed more than 100 dollars by him (See attached). He has his scam group operated by his friend who is also a scammer (See attached). The scam group kicked me out after I exposed their scamming schemes in their group.
