Help! Question about international transfer!

Hello, I need to know if I transfer funds from a Dutch Paypal account (unverified with passport) to an US Paypal account through friends and family, what is the limit in $ for someone to send to this US account? And how much will the fee be? The Dutch account is linked with a debit card. Is there a possibility when initiating such a transfer that the funds get on hold til further verification is submitted? I know small amounts ($10) is not a problem and arrives immediately, what is the point in $ where there might be issues? Thanks in advance!
