help , i can acept money from others

Hello i open one acount paypal , i make the credit card , to send the money is ok , the problem what i have is can i recive money from other persons , when my friend want to send me i can not do , and write .
we are sorry, but we could not complete this payment , because it has been denied by the card issuer. please retry with a diferent card or funding option to continue with payment .
Please i need a help how to repair and to recive money from others
