Dispute resolution-seller has address for a return to China, but wasn’t sent from there

I bought an item from a seller and I should have known it was sketchy when I didn’t receive a confirmation email directly from them, only from PayPal. But fast forward a bit and a package does arrive and it’s one bead. Not a package of beads-seriously one small bead. And I was charged $24. PayPal was helping with a dispute and I will be refunded once I return the item and it’s received. The return address the seller has now given me is in China but the item sent to me says it was shipped to me from Cranbury, NJ. Is this a joke? Is this some sketchy seller that now is just hoping that since it will cost more for me to try and ship a small bead to China that I will just forget about it and lose out on the money? Why can’t I just return to the address that is listed on the package? I wasn’t sure there was a way to get additional help from PayPal on this.
