Can’t send money to my PayPal account

Description

I live in Egypt and i have a PayPal account. I linked many credit and debit(MasterCard&Visa) cards to this account successfully. My friend lives in USA and he is trying to send money to my PayPal account and he always get this message « Sorry, we weren’t able to complete your payment at this time. Please try again later. »
So i am wondering why this message occurs although i can send money to my PayPal account from my Wife’s one successfully. So why if someone lives in USA is trying to send money to me in Egypt through PayPal this error happens ?
