Been charged twice but no transactions appearing on my paypal account

Hi All, I attempted to purchase an item on ebay yesterday, it failed then I tried again and it failed again with an error message appearing on my app. I left the purchase and today when logging onto my bank account I have been charged twice by the vendor, luckily I managed to locate the vendor by checking online and spoke to the person who checked their system and confirmed that there were two failed attempts but nothing on their paypal accounts to show a payment has been taken. I was sent two emails from Pay advising of the failed payments and the email also provides a transaction when I go and check in paypal nothing is showing, not sure what is going on, can someone please advice? Also there is nothing in my purchase history in ebay which shows I have successfully purchased the product
