Account Balance

Description

I was looking for my account balance on my home page. I haven’t actually logged in to my account in a long time other than on my phone to pay for and purchase here and there.
I recently made a purchase but the seller had a problem with the item before it shipped. They have refunded my money but I no longer see a balance on my account and cannot seem to find an answer through the help center.
I’ve read through some of the other questions and responses found here in the community and I hope I am understanding correctly. If I am, it seems that PayPal is no longer holding funds in personal accounts? Any fees refunded to me will be deposited back in my linked bank account?
Is this correct?
