Paypal stole money in my Balance.

I feel so tired and terrible with Paypal because they stole my money and didn’t refund me.
I have a balance in my Balance, for every purchase I use this Balance and subtract the rest from my bank card. With the item $ 100 and balance $ 50, in Paypal transaction, they exactly deduct $50 from balance and $ 50 from my Visa card. But in essence, they have subtracted $ 100 from Visa and $ 50 from Balance. After order, balance my $0
I had to pay Paypal as much as $150. And when I asked for support for many days I couldn’t meet any support. Only once with the luck I met them and they told me I have to negotiate with the vendor ??? While my vendor only received a $100 payment from Paypal and they also refused to settle.
