Unable to withdraw money to my credit card, Paypal keeps asking for credit card info

Yesterday I tried to withdraw money to my credit card by selecting « Transfer funds » from my main dashboard. On the next screen I was asked to select from which currency I’d like to withdraw money (USD or EUR), and then on the next screen I was asked to select « Instant » or « Standard » type of withdrawal. In both cases on the next screen I am asked to link my credit card. I had already linked a valid Visa credit card to my Paypal account (and verified it), but I proceeded with linking it again on this screen. The problem is that although the system says that my credit card has been successfully added, I am unable to proceed with money withdrawal and the system keeps returning to the step « Link your credit card ». No matter how many times I link my credit card (and the system says it was added successfully), I am always brought back to this step and it’s just a neverending loop.
I had the same issue about a year ago and a Paypal support person told me it was a technical problem of some kind that they were experiencing, and they gave me this link to use for credit card withdrawal until they fixed the issue: https://www.paypal.com/moneytransfer/
Unfortunately, that link doesn’t work anymore, i.e. it redirects to the Paypal’s standard credit card withdrawal procedure which is not working correctly at the moment as I’ve just described (the neverending loop with linking a credit card).
I tried to contact Paypal support through the Paypal assistant yesterday describing this issue in a similar way, but they still haven’t responded.
Any ideas how to go past the « link your credit card » step?
