I recently returned something I had bought using PayPal. When I got the refund email from PayPal the it noted at the bottom that a portion of my return was sent to my VISA card but the remaining amount was refunded to PayPal Cash balance. Does anyone know what that means and why the whole amount was not refunded to my VISA?
