Pending funds

Description

I have several transactions that have tracking (via PayPal, no less), were delivered days ago, and yet the funds are being held for 21 days. Until this point, I was receiving funds the day after items were delivered. The ridiculous message center is no help. I called twice trying various methods to speak to a person. Both times it led to PayPal hanging up on me. Is there an email or any way I can speak to an actual person to resolve and complain about this? If they’re dealing with my money, I should be able to actually get assistance. I have had dozens of positive transactions, and I want my funds released.
