Payment on hold – High Risk

Just launched a small business -ecommerce and we are using paypal as a way of payment. we have had a lot of transactions go through our paypal no problem and being cleared right away. We just had a payment come through and it said its on hold for high risk – wants us to include tracking info or shipping label. Anyone have any idea why this is happening with this one order and how i can prevent this from happening in the future???????
