I need to speak to an actual person on help desk

I have an email from paypal saying with a receipt no and info that a payment was made by my credit card to them. My credit card has record of the transaction going through. When I go into my pay pal account there is no record of the transaction. so the various paypal mechanisms to log a dispute are not available to me because i have no record of the paypal payment. So I need to speak to someone to sort out. Can any one help out. I also have not received the goods. But firstly I have to work out why there is no paypal record of payment to third party other than the email sent. regards celt
