Funds on hold more than 21 days.

Hello:
I sold a camera for $4,250 on ebay to a buyer with 450 positive feedbacks and no negative feedbacks. His transaction address was in Oregon, and the item was shipped there Jan. 4, arrived Jan. 12 via UPS and was verified as signed for. PayPal has this information. The buyer lives in China (no taxes on ebay in Oregon apparently) and as yet (Jan. 25) have not seen feedback from the buyer on ebay. Paypal is still holding the money even though they have proof of delivery to the transaction address provided by ebay. Who is holding up my funds? Is it ebay, the buyer not leaving feedback yet (sent him an email requesting feedback when camera arrives) or is it Paypal? Is it 21 « business days » on hold or just 21 days? And why didn’t I get my funds one (1) day after item was signed for in Oregon as confirmed by UPS? Somebody please help. Ebay tells me it’s a paypal issue. I hope I don’t have to travel to China just to strangle someone! Never sending an item again until paypal has transferred my funds to my bank account.
