Fees for small tips and micro-donations

Hi there!
In the past, I have used PayPal frequently to send small tips and donations to streamers, open-source software projects, and non-profit websites and organizations. These transfers range from $2 to $16 CAD, but typically average around $5 CAD.
In the past month, PayPal has started charging fees to all these transactions. The PayPal fees are $3 to $5.
Obviously, it doesn’t make sense to pay $5 in order to send $3.
My question is: If I were to use a USD account within PayPal rather than a CAD account, will I avoid these nonsensical fees?
If not, can anyone recommend another service that offers this functionality that PayPal no longer serves? (i.e. low-fee tips and micro-transfers)?
Supplemental: I think the new fees are applied due to « international » recipients, although this never seemed to matter before. It is beyond my means to investigate the country of registration for every website and youtuber and foss organization I wish to support. But perhaps there is an « international » account option that will solve this issue?
