Empty deliveries

Hi folks, Early this October I purchased 15 water distillers and made payment thru PayPal the seller delivered empty boxes and when I notified the seller his response was that I used a credit card reported stolen and he asked for a copy of my driving license. I challenged hi. To produce a copy of the report indicating the theft of the credit card nevertheless I sent a copy of the driving license but he remained quiet for 7 days and I asked PayPal to help. Paypal has contacted them but also has taken already 10 days and needs more 10 before taking a decision. I though this was straight forward n wouldn’t take so long the delay is making me anxious and thinking something may be going wrong and May loose my money please help
