Chargeback Problems

My friend sent me money via PayPal twice at the beginning of October. On October 22, someone hacked into his bank accounts and, among other things, filed a dispute for unauthorized charge on those two transactions. PayPal asked me to respond. I contacted him and he told me what had happened. He said he filed a police report and had to go to court for the DA to sign the paperwork to make things right on his end and get my money back. I explained that to PayPal and included screenshots of our conversation. They immediately took the money from my account, charged me a $40 chargeback fee, and want me to make my account current immediately. My friend didn’t dispute anything. The DA had his accounts released and the money was supposed to be returned immediately by his financial institution 3 days ago. He even sent PayPal a message trying to drop the dispute and explain what happened. PayPal told me today that it could take 72 days for me to get my money while they negotiate with his financial institution. There is no negotiation. The financial institution, my friend, and the DA all agree that they money is mine. Why is PayPal dragging their feet on releasing it? I didn’t do anything wrong yet I’m getting penalized while losing every penny to my name, hopefully not permanently. Has anyone else ever been through this or know anything that can help the process?
