Cannot link to bank at all and it says We are unable to complete your request at this time

Hello all,
I tried looking through the FAQ and it just showed the usual instructions or some possible causes.
Is there a quick fix for this problem? I removed all cards from my account since the last time I used this was with an old bank.
I updated all the info including my online banking info.
I did the client card info and password.. During the process, it will say we are unable to complete your request at this time. Please try again later. This has happened for past 3 days.
I tried the manual one with transit number and usual void check info. Same error.
Is this due to staffing corona issues or a problem elsewhere?
I tried calling both Paypal and my bank but 45 min is still not enough.
Wondering if anyone else had a similar problem
