$30 Charge on Checking Account due to insufficient funds

Hi, so i made a purchase with my paypal business credit card and i had no money in my connected checking account so my checking account was charged $30 for « Insufficient Funds Charge Returned PAYPAL INSTANT TRANSFER ». When i go and look at the transaction on my paypal recent activity it shows a Temp Hold on the transaction. So now my question is once money is put into my checking account will the $30 fee be removed and the original transaction price be charged onto the account or is this a type of deal where the fee stays and once i have money in my account the original transaction price is charged? I’ve been in contact with paypal (was left in the middle on the conversation, am EXTREMELY UPSET) and have talked with my bank and i cant seem to get any clear answers as to the actual reason why i was charged the $30 so i wont do it again and how to get rid of the $30.
