Wrong Item shipped from China, return postage from UK more than total value item

Ordered a speaker online, was not aware it was coming from China. Item arrived, and it is not a speaker at all. cost me 30 USD. Went through resolution and seller is offering full refund if I return item to China. Great, postage to china is more than 30 USD which I have to pay? This seems like a total farce, and paypal give you no option to add comments to the case. You cannot phone paypal it is all automated nonsense. I purely want a refund for the incorrect item sent (item sent is worth 2 dollars maximum). Does anyone have advice? I messaged paypal but yet to respond. * big sigh *
