Can’t link my card to my new account even though I have already unlinked it from my other account

First of all I want to say that I’ve never seen a customer service as bad as that of PayPal. It’s really embarrassing, you can’t even compare it to small foreign companies. I’ve been desperate to get help through the message center for over a week, every day I get a reply from a random person who hasn’t read my previous messages and no one else replies until 24-48h later without giving me any useful solution, it’s SHAME. So, I have 2 PayPal accounts. 1 is my wife’s account who is based in Spain. 1 is mines who’s account is based in Switzerland. A credit card from a bank in Luxembourg in my wife’s name I have money in the PayPal balance of my Swiss account that I want to transfer to my Spanish account. For this I was asked to add a credit card to my Swiss account. Since I only have 1 credit card, I unlinked the card that was linked to my wife’s account to link it to mine. I successfully unlinked the card from the Spanish account (the PayPal Spain phone service confirmed that it is 100% unlinked from my wife’s account). But… When I try to link the card to my Swiss PayPal account, I get an error message warning that it can’t be traced as this card is being used on another account. There is no other account in the world where this card is linked. I called PayPal Switzerland and they automatically redirected me to PayPal France or PayPal Germany (at soon I choose the language in which I want to be assisted) who can’t help me because their services cover France + Belgium, not Switzerland, Switzerland seems to have no base of its own strangely enough. PayPal France (by phone) gave me the phone number of PayPal Canada. I’ve been trying to talk to someone there and from PayPal USA for two days but no one answers, the lines are apparently closed and they recommend sending a message in the message center that serves absolutely no purpose with the incompetence I’m seeing. I don’t know what to do anymore.
