Why can’t I order a PAYPAL CASH CARD?!?

I’ve been trying to order my own “PayPal cash card” or whatever the hell it’s called, lol & it always says something about them not being able too order me one cause of some information being wrong!! Even though THEY ARE THE ONES WHO ARE WRONG!! I’m 23yrs old, I know my information like the back of my hands haha! & I use the very SAME INFO FOR EVERYTHING ELSE AND THOSE OTHER SITES ALWAYS WORK!! Soo what can I do?!? Does anybody know ?!? This is my 3rd account I’ve made as well!! Sh** is ridiculous!!!!
