Scam? Help please

Description

The person I sent money to says the transaction on their end is pending, on my end it says it has sent? I looked it up and apparently if you haven’t used your account in awhile it will make any transaction pending (I haven’t used mine in a long time). But the person said that they called PayPal customer service and if I send $11.11 then the transaction will go through, and that they will just pay me back. But I’m not sure if they are trying to scam me, or if this is true?? I called PayPal and it said the lines were busy, I’m not sure how they called them. so I texted their customer service bot and it again said the transaction is complete. So why are they saying it’s pending? Would it even say if it was pending on my end? I feel like it should if it is?? Do you think they’re trying to scam me or is what they’re saying legitimate? help plz .. They said they can’t send me any money back or refund me until I send them the $11.11?
