Negative balance

Description

I sold an item on ebay for $62. I then transferred that money into my bank account. Buyer opened an item not receive case due to the post office running slower and package being later due to the covid outbreak. Now my PayPal account is -$62. Since the call service is down I messaged an assistant and she said basically if a refund is awarded to buyer then I would need to pay the $62 back to buyer PLUS pay the $62 to my negative account to get it back to even. How is this fair or possible why would I pay $124 total for a $62 refund. As anyone been in this situation before? I would think if the refund is need they would use the -$62 they took and I would just pay back $62 to PayPal to make account even again.
