Have I or has PayPal been hacked?

Hello,
I created an account for business a couple of months ago, and it’s been nothing but trouble.
There are two main issues:
a) While I was able to send one (1) payment to a vendor, since then I’ve been unable to send any funds to anyone. I contacted support, but I just get told « sorry, the computer says no ». I’m verified, and there’s funds in the PayPal and linked banks accounts. Whenever I ask what the problem is, I’m told « the system blocks the payment for security reason », or « we cannot disclose the specifics of the modeling, as it’s going to defeat the purpose of the security model »
b) The PayPal website is incredibly slow, and buggy. For example, 1) the page might take 10-15 seconds to fully load, and 2) if I enter an email address to send funds to someone, another email address (the email address of the one vendor I managed to send funds to) appears on the next page.
What the hell is going on with PayPal?
I’ve had a personal PayPal account for over a decade now, and never had an issue. Now this?!
Have PayPal, or I been hacked? And if not, why is their service and their website so bad?
Anyone have any ideas on settings I can check, so I can pay vendors?
