Erroneous late fee

Description

I made a one time payment on my paypal credit balance on 5/28 and set up recurring payments starting July 3rd. PayPal credit drafted my payment on June 3rd, then when I didn’t have the balance in my bank on the wrong day, the balance was returned. I recieved an email that my returned payment would incur a fee of no more than $27. PayPal charged me $28 dollars and called it a late fee, then Paypal lowers my credit limit to 1/3rd of it’s previous ammount. I was not late with my payment, I should not incur a fee, and if I am liable for a fee, you charged me an extra dollar and marked my credit. Please fix this.
