Living in Madagascar and trying to make transactions internationally can sometimes be a challenge. 4. **Technical Issues**: Sometimes, the issue might just be a bug or a hiccup in the system. Restarting the device or even logging out and then logging back into the PayPal account can be a simple but effective way to clear out temporary glitches, and it’s worth a shot.

5. **Currency Exchange**: Given that I am in Madagascar and my friend is in France, the transaction involves currency conversion. PayPal may perform these transactions differently than direct Euro transfers and additional verification steps may be required. But it was not the case here either.

None of these potential pitfalls solved the issue. I tried a few more things like updating my PayPal app and my browser, ensuring my PayPal account is up-to-date with the latest information including my new billing address due to recent relocation, and checking the PayPal email for any notifications. I also reached out to PayPal’s customer support, but the issue remained unresolved.

For now, I am stuck. My friend and I are exploring other alternatives like international bank transfers or other digital payment platforms which have less of a hassle in terms of international transactions. However, I am keen to resolve this PayPal issue as it is a useful and convenient service to use.
