Jenny o’ the Woods is one of those weird quests where the suggested level is too low. You could probably grind it out but I think I went back when I was level 15 or so. Main trick is to either kill the spectres lightning quick before they regen any of her health or I’ve heard you can run far enough away for them to not be able to do it.
