Vader tortured and froze Han Solo for a couple of reasons. 1. To test the carbon chamber to see if he would survive it. 2. To lure Luke to coming to try to recue his friends. Vader knew it would be a weakness for Luke since he as Anakin knew that all too well. Remember Anakin knew his mother was in pain and knew that Luke’s emotional attachment was great enough that he would know his friends were in pain.
