Was able to use pay pal credit once!

I opened a pay pal credit account. It would not let me make any purchases with it. Every time I tried it said â€œ this purchase method is not availableâ€ I have had 4 phone calls, answered all the questions etc and got to use it once. Then lock down again. Why?!
