Request By PayPal to Make Remittance Outside of PayPal and Minimum Transaction for Business Users

Hi, Is it a policy of PayPal to request business users to remit a minimum quantity of funds? I am involved in a transaction and got a notice that the buyer had remitted additional funds to PayPal as he was using a business account which mandated a minimum quantum. As a result PayPal requested that I make a remittance via a third party remittance agency to a party not involved in the transaction and provide proof of the transaction before they released the amount remitted by the buyer to me. Sounds very odd. Any advice? Cheers, Corland
